Radial Blur

1. Insert Image

 

2. Click on Elliptical Marquee Tool(M)

 

3. Click on Feather and type 50 PX

 

4. Create circle on your size.

 

5. Right mouse click on photo (Outside circle)

6. Click on Select Inverse

 

 

7. Click on Filter -> Blur -> Redial Blur

 

8. One dialog box appear on your screen and select as same:

 

9. It will take little bit time to get effect after your effect press CTRL+D.

10. Enjoy your Effect….
